ODP.NET not picking up on .net alias

Question

I'm working on a new mvc web app and I'm trying to configure a connection to an oracle database. I've installed Oracle.ManagedDataAccess and Oracle.ManagedDataAccess.EntityFramework packages. I've updated the connection string and datasources in my web.config (below). Now when I try and test the connection, I go into modify connection in server explorer and I automatically get oracleDBsource is not found in the available list of aliases. If I go to C:\Program Files (x86)\Oracle Developer Tools for VS2017\network\admin\tnsnames.ora and edit that file and add it in there then it picks it up fine.

Any ideas why the alias isn't being picked up in the web.config?
