I found a VB Script example for opening a file browser, which I used in a custom action in WiX. However, the VB Script function I use is called BrowseForFolder()
(not browseforfile) and only seems to return a value when a directory is selected, but not when an individual file is selected. Here is the custom action:

Using this method, I can actually see individual files in the dialog, which is a step up from Wix's built-in directory browser.
Now I just need to be able to retrieve individual file names, not just names of folders.
