COLMAP installation failing on: The string is missing the terminator: "

Question

I'm trying to install COLMAP using the following process

git clone https://github.com/microsoft/vcpkg
cd vcpkg
.\bootstrap-vcpkg.bat
.\vcpkg install colmap[cuda]:x64-windows

When running the .bat I'm getting this error:

The string is missing the terminator: ".
+ CategoryInfo          : ParserError: (:) [], ParentContainsErrorRecordException
+ FullyQualifiedErrorId : TerminatorExpectedAtEndOfString

The bat looks like this:

@echo off
powershell.exe -NoProfile -ExecutionPolicy Bypass "& {& \"%~dp0scripts\bootstrap.ps1\" %*}"

A file called bootstrap.ps1 does indeed live in .\scripts

Any ideas?
