Determining whether I should to upgrade an Apache web server (by server-status data)

This is about an Apache web server. I'm wondering whether I should upgrade the current plan (3xCPU, 8GB). Or maybe there is a need of adjusting some settings like MaxClients. Not sure if there is a way to determine how many resources I need.

In webalizer stats there are a great deal of records with http response code "408 Request Timeout".

Here are my current Server-Status module results. Hopefully someone will be able to explain some important criteria if there are any at all.
