Github Actions MSBuild Static Library LINK : fatal error LNK1561: entry point must be defined

I made a C++ project in Visual Studio. Initially I was getting LINK : fatal error LNK1561: entry point must be defined when trying to build, but I fixed that by changing the Configuration Type in Project Properties to Static Library (.lib)

Now I created a Github Actions workflow to automatically build this project and it still gives the above error even though the .vcxproj contains <ConfigurationType>StaticLibrary</ConfigurationType>.

Why is it still giving this error when the project is configured as a static library?
