I tried applying the fix explained in the stack overflow question papi_avail: No events available - 32308175. But I was still getting the same error again.

You can try to specify, what exact PMU you want to use by LIBPFM_FORCE_PMU environment variable.
LIBPFM_FORCE_PMU=amd64 papi_avail
command works in my case.
